WordPress is released under GPLv2 or later. The quote can still include hosting, design, configuration, custom code, paid extensions or services, content, migration, testing, training, and support. Ask which account holds each paid subscription and what happens at renewal or exit.
WordPress Tools Export creates a content file containing defined content records. It does not by itself prove that theme source, extension configuration, forms, redirects, licences, hosting, or the release path are included.
